We at the Centre for Economic Transition Expertise (CETEx) are delighted to be hosting a closed-door in-person roundtable and soft launch of our forthcoming report, Prudential treatment of NDBs; are credit rates choking climate finance where we need it most?, on the sidelines of the 2026 IMF and World Bank Annual Meetings in Bangkok.

National development banks (NDBs) play a vital role in financing climate action and sustainable development, providing an estimated US$125 billion in climate finance globally. Yet prudential and regulatory frameworks designed to safeguard financial stability may inadvertently constrain their ability to fulfil this role by treating NDBs as inseparable from their sovereign governments, regardless of their individual financial strength, funding structures or risk profiles.

Drawing on comparative evidence from the Brazilian Development Bank (BNDES), the Development Bank of Southern Africa (DBSA) and Indonesia’s PT Sarana Multi Infrastruktur (PT SMI), the report explores how current regulatory approaches, including credit ratings, large exposure rules and risk-weighting frameworks, may affect the capacity of NDBs to mobilise finance for climate and infrastructure investment.

The event will feature keynote contributions from senior representatives of leading national development banks, a presentation of the report’s key findings, and a roundtable discussion with policymakers, supervisors and development finance practitioners. Together, participants will examine how prudential regulation can better support climate and development finance while maintaining financial stability.
