The London School of Economics and Political Science (LSE) and the Centre for Economic Transition Expertise (CETEx) are delighted to welcome Serafin Martinez Jaramillo as a Visiting Professor in Practice.

Serafin brings more than 27 years of experience in financial stability, systemic risk analysis, and the intersection of finance and environmental challenges. He is currently a Senior Financial Sector Consultant at the World Bank, where he co-leads the NGFS Nature Scenarios Workstream, advancing global efforts to integrate nature-related risks into financial decision-making.

Before joining the World Bank, Serafin held senior positions at Banco de México, most recently as Manager of Environmental and Social Risk Analysis and Policy. From 2019 to 2021, he served on secondment at the Center for Latin American Monetary Studies (CEMLA), overseeing regional work on financial stability and financial market infrastructures. Throughout his career, he has represented Banco de México in key international forums, including the Basel Committee on Banking Supervision (BCBS), the Financial Stability Board (FSB), the Network for Greening the Financial System (NGFS), and the International Banking Research Network (IBRN).

Serafin’s research and policy work span nature- and climate-related financial risks, systemic risk, financial contagion, financial networks, and the application of artificial intelligence and machine learning to financial stability analysis. He has pioneered the development of agent-based models and network tools to understand market behaviour and financial contagion mechanisms. His work has been widely published in leading journals, including IEEE Transactions on Evolutionary Computation, Journal of Financial Stability, Journal of Economic Dynamics and Control, International Journal of Central Banking, and others. He holds a PhD in Computational Finance and an MSc in Computer Science from the University of Essex.

His extensive experience engaging with central banks, regulators, and policymakers, particularly in emerging markets and developing economies, will greatly strengthen CETEx’s Nature Programme and our ambition on supporting equitable, sustainable development pathways. I am especially eager to learn from his leadership on the socio-economic dimensions of nature loss, and to collaborate on advancing research and policy innovation on nature-related financial risks that can help build a financial system that is socially inclusive and supports an ecologically resilient future.”

Speaking about his appointment, Serafin said:

For me, understanding nature-related financial risks and developing robust scenario analysis is essential for guiding the just transition to a sustainable economy. This is particularly important for EMDEs which still rely heavily and directly on nature and its ecosystem services. Also, nature loss and climate change are intrinsically connected, and nature-based solutions not only help mitigate climate change but also create positive economic and social co-benefits. CETEx’s unique combination of academic rigour and policy experience makes it an ideal platform to advance this critical work and facilitate a just transition to nature positive human development, including the indigenous and local communities into this process.”

At CETEx, Serafin will contribute to the centre’s expanding work on nature-related financial risks, transition modelling, and financial stability analysis, strengthening its global engagement with central banks, regulators, and policymakers—particularly across emerging markets and developing economies.
