Achieving a just transition away from coal requires more than setting phase-out targets. It requires policies that respond to the economic and social impacts of transition, engage workers and communities, and reflect the different circumstances of countries and regions.

Co-organised by CETEx and Spain’s Just Transition Institute (Instituto para la Transición Justa), this COP31 panel discussion will bring together policymakers, researchers, international organisations, trade unions and other stakeholders to explore what makes a just transition work in practice.

Drawing on evidence and experience from different countries and regions, speakers will discuss what is driving coal phase-out globally, what evidence tells us about approaches that are working, and how workers and communities can be supported through the transition. The discussion will consider the importance of social dialogue and community engagement, the complementary roles of governments, international institutions, businesses, workers and civil society, and opportunities to strengthen international cooperation.

Panel

  • Julián Martínez Bejarano, Just Transition Institute, Spain
  • Moustapha Kamal Gueye, International Labour Organization (ILO)
  • Chandra Shekar, INTUC, India
  • Isabel Lara Miranda, CETEx, LSE
  • Moderator: Lara Lázaro, Real Instituto Elcano

Isabel Lara Miranda, CETEx Policy Fellow, will share research and policy insights on international approaches to coal phase-out and just transition, exploring the different factors driving coal phase-out across regions and what the evidence tells us about approaches that are working in practice.

The discussion will consider how lessons from different countries can inform policies that not only manage the potential negative impacts of decarbonisation, but also support workers and communities, and help deliver wider social and economic benefits.
