Ben is a senior independent consultant and Head of Sector Finance Plans. He joined CETEx in August 2026.
Prior to joining CETEx, Ben led the Green Finance team in the Department for Energy Security and Net Zero (DESNZ) in the UK government for 5 years. He led the development and delivery of the UK’s second Green Finance Strategy (March 2023), and supported Ministers in mandating climate-related financial disclosures for the UK’s largest companies and LLPs (Feb 2022). Other policies he worked on included corporate Transition Plans, International Sustainability Standards, Transition Finance and the UK’s Green Taxonomy.
Ben has 20 years of experience of working on sustainable finance, climate and environment-related policy in government, academia and civil society. This includes a decade of experience working in academia, think tanks and NGOs prior to joining the Civil Service in 2018.
