Morgan Despres is Senior Advisor and Visiting Professor in Practice at the London School of Economics and Political Science (LSE) and the Centre for Economic Transition Expertise (CETEx).
He is an economist and central banking expert known for his work on integrating climate risk into macroprudential financial stability framework.
From end 2017 to 2021, Morgan Despres served as the founding head of the Central Banks and Supervisors Network for Greening the Financial System (NGFS) steering the global development of the network and overseeing the publication of the first landmark NGFS reports (notably in April 2019: the NGFS “ call to action” report) as well the NGFS work on scenario analysis. He co-authored during his tenure the BIS/Banque de France book “The Green Swan: Central Banking and Financial Stability in the Age of Climate Change.”
He served 18 years in the French central banks in particular as Deputy-Head of the Financial Stability Department where he co-headed the secretariat of the French national macroprudential authority (HCSF) between 2019-2021 as well as the European Systemic Risk Board Expert group on climate risk. He took part in a variety of Financial Stability Board (FSB), European Systemic Risk Board (ESRB) or Basel Committee on Banking Supervision (BCBS) working groups and committees on banking resolution, evaluation of regularoty reforms or regulatory capital.
He is now Executive Director at the European Climate Foundation based in Berlin, leading some international initiatives such as the Green Guarantee Group. He is also a member of the IFRS Board of Trustees.
