Invite only closed-door roundtable

Held at the margins of COP31 in Antalya, the Centre for Economic Transition Expertise (CETEx) is convening an invitation only closed-door roundtable to explore how robust sector-level financing plans can support the transition to net zero across the economy.

This session will explore the variety of approaches used internationally to finance the Net Zero transition across key sectors of the economy. It will showcase the different transition finance approaches deployed across a variety of jurisdictions, and bring into focus the key design choices related to scope, institutional arrangements and sectoral prioritisation with a view to facilitate exchange of best practices globally.

National governments and individual companies and financial institutions have increasingly developed transition plans to support the shift to net zero. Sector-level transition plans can provide an important bridge between these levels, translating national climate objectives into more granular pathways for individual sectors and helping to coordinate action between government, industry and finance.

However, a key challenge is ensuring that these plans are not only ambitious but financeable. Sector transition plans often lack sufficient detail on investment needs, financing sources, risks and the policies required to mobilise private capital. Addressing this gap is essential to turning sector-level pathways into practical delivery.

Earlier this year, CETEx was selected as a knowledge partner to a UK Net Zero Council working group developing Sector Transition Plans across the UK economy. Beginning with the agri-food sector in 2026, CETEx’s work will explore how financing requirements can be integrated into sector transition planning, including investment needs, risks, potential sources of capital and the enabling policy environment.

The roundtable will draw lessons from approaches being developed internationally and discussions will consider what can be learned across different economic and institutional contexts and how these lessons can inform more robust approaches to financing sectoral transitions.

The session will be chaired by Chris Skidmore, Chair of CETEx, with contributions from Ben Fagan-Watson, Head of Sector Finance Plans at CETEx, alongside international perspectives from participants working across transition planning, policy and finance.
